Menteri Agraria dan Tata Ruang/Kepala Badan Pertanahan Nasional (ATR/BPN), Nusron Wahid, menegaskan pentingnya dukungan pemerintah daerah (Pemda) dalam pelaksanaan sertipikasi tanah. Mulai dari urusan administrasi hingga penerbitan sertipikat, proses itu sangat bergantung pada dukungan dan verifikasi Pemda, khususnya pemerintah desa.
“Kolaborasi dan koordinasi mutlak sifatnya, tidak boleh tidak. Kami tidak bisa menerbitkan sertipikat tanah kalau tidak ada dukungan dokumen dari Pemda, dukungan dari kepala desa. Karena, setiap akan menerbitkan sertipikat, harus tahu tentang riwayat tanah, dan yang tahu riwayat tanah itu adalah desa,” terang Menteri Nusron dalam Rapat Koordinasi dengan Pemda Maluku Utara, di Kota Ternate, Sabtu (23/08/2025).
Dokumen awal yang ditandatangani kepala desa menjadi prasyarat utama dalam proses penerbitan sertipikat. Hal itu disebut Menteri Nusron, penting untuk menjamin keabsahan riwayat tanah agar tidak menimbulkan masalah di kemudian hari.
“Karena itu Bapak/Ibu sekalian, supaya tidak konflik maka kita membutuhkan _check and balance._ Kami tidak bisa menerbitkan sertipikat kalau tidak ada dukungan dokumen dari bawah, yaitu dari kepala desa,” jelas Menteri ATR/Kepala BPN.
Dari sisi Pemda, Gubernur Maluku Utara, Sherly Tjoanda, menilai program sertipikasi tanah sangat penting untuk menyelesaikan berbagai persoalan pertanahan di wilayahnya. “Kami sangat mengapresiasi program dari Kementerian ATR/BPN untuk memberikan kepastian hukum bagi masyarakat yang membutuhkan,” ujarnya.
“Kepastian hukum atas tanah bisa menjadi modal bagi mereka mendapatkan pinjaman dari bank, dan kemudian jika tanah-tanah itu disertipikasi, mereka bisa wariskan kepada anak-anak mereka dengan ada kepastian hukum,” tambah Sherly Tjoanda.
Dalam kesempatan ini, Menteri Nusron yang didampingi Ketua Komisi II DPR RI, Muhammad Rifqinizamy Karsayuda, menyerahkan 28 sertipikat aset Pemerintah Provinsi Maluku Utara dan 15 Sertipikat Elektronik hasil program Pendaftaran Tanah Sistematis Lengkap (PTSL).
Di momen yang sama, dilakukan penandatanganan Berita Acara Serah Terima Barang Milik Daerah, berupa tanah dan bangunan yang digunakan untuk Kantor Wilayah (Kanwil) BPN Provinsi Maluku Utara di Sofifi. Serah terima dilakukan dari Gubernur Maluku Utara kepada Kepala Kanwil BPN Provinsi Maluku Utara, Lalu Harisandi.
Kerja sama juga diperkuat melalui penandatanganan Perjanjian Kerja Sama antara Kepala Kantor Pertanahan dengan Bupati/Wali Kota di Kabupaten Pulau Morotai, Halmahera Tengah, dan Kepulauan Sula. Kerja sama ini mencakup legalisasi aset tanah, penyelesaian permasalahan pertanahan, serta dukungan terhadap pelaksanaan program strategis nasional di Provinsi Maluku Utara.
Menteri Nusron dalam Rakor ini turut didampingi oleh Staf Khusus Bidang Reforma Agraria, Rezka Oktoberia; Staf Khusus Bidang Komunikasi Strategis dan Kerja Sama Antarlembaga, Muda Saleh; serta Kepala Biro Hubungan Masyarakat dan Protokol, Harison Mocodompis, beserta jajaran.#Ryo/Kementerian ATR/BPN.
